Windows Phone Android is a Android Launcher (or stand alone) app made to resemble Windows Phone's Metro UI.

Recommended 480x800. (NOT WORKING ON SOME SAMSUNGS AND MOTOROLAS). YMMV.

The lite version is free. Regular and Pro versions will include more features(soon).
